In recent years, China's automobile industry has entered the key stage of transformation from high-speed development to high-quality development. In the face of a series of new changes, new challenges and new environments, China's automobile industry still maintains stable development and shows strong development resilience. Under the two major development trends of intelligent electrification and low-carbon net zero emission, how to maintain the high-quality development trend of the automotive industry has become a particularly key issue in the current automotive industry.

 

 

On September 2, the 2023 China Automotive Industry Development (TEDA) International Forum was held, and ministerial leaders, industry experts and corporate executives gathered to conduct in-depth discussions around the theme of "high quality · New future".

 

Wan Gang: Four expectations for the development of the automobile industry

 

Wan Gang, vice chairman of the 13th National Committee of the Chinese People's Political Consultative Conference and Chairman of the China Association for Science and Technology, sent a congratulatory letter to the forum, in which he put forward four expectations for the development of the automobile industry.

 

First, innovation-driven development. It is necessary to strengthen basic research, advance the planning of efficient and safe vehicle power battery systems, a new generation of new energy chassis architecture, and "car-energy-road-cloud" integrated intelligent driving system and other key core technologies.

 

Second, we will continue to improve the industrial ecology. Vigorously promote the construction of electric, intelligent and digital infrastructure and test sites, accelerate the research and development and industrialization of hydrogen energy and fuel cell vehicles, promote the comprehensive electrification of public transportation and logistics, increase the promotion of new energy vehicles in rural areas, and strive to solve the problem of climate adaptability and user mileage anxiety in high and cold areas, and promote the full marketization of new energy vehicles.

 

Third, we will continue to improve the standard system. Systematically plan the top-level design of the new energy vehicle standard system, and scientifically formulate a roadmap. Improve the level of testing and testing, explore the construction of international low-carbon standards and management systems, and promote the interoperability, mutual recognition and sharing of carbon emission accounting methods and basic data.

 

Fourth, promote global openness and cooperation. Accelerate international development, and further deepen scientific and technological exchanges and industrial cooperation in the field of new energy vehicles. Strengthen the organization and implementation of major multilateral and bilateral international cooperation projects in the global automobile industry, as well as cooperation dialogue and exchanges in the fields of carbon emission management and carbon emission reduction incentives, and build a low-carbon and sustainable new energy automobile industry recycling system.

 

02 Xin Guobin, Ministry of Industry and Information Technology: Continue to expand the consumption of new energy vehicles

 

Xin Guobin, Vice minister of the Ministry of Industry and Information Technology, pointed out that China's automobile industry has problems such as the lagging transformation and upgrading of traditional backbone vehicle enterprises, insufficient innovation of some key technologies, and industrial layout to be optimized, and domestic enterprises still have gaps with international enterprises in terms of underlying technological innovation and supply chain management.

 

In this regard, it is necessary to promote the high-quality development of the industry from the following five aspects.

 

First, support technological innovation and breakthroughs, support leading enterprises to take the lead, large, small and micro enterprises to cooperate, make up for the shortcomings of underlying technologies such as automotive chips, tool software, and new electronic and electrical architectures, and accelerate the research and development and industrialization of a new generation of power batteries and autonomous driving systems.

 

Second, to enhance the green and low-carbon level, formulate and publish the roadmap for the green development of the automobile industry, explore the establishment of the carbon footprint accounting system of the automobile industry, promote the construction of a green industrial chain, study and formulate new energy vehicle battery recycling management methods, expand battery recycling scenarios, and establish and improve the battery recycling system.

 

Third, optimize the industrial development environment, further carry out the activities of new energy vehicles to the countryside, promote the comprehensive electrification of public sector vehicles, accelerate the construction of residential communities, highways and other charging and replacing infrastructure, and continue to expand the consumption of new energy vehicles.

 

Fourth, strengthen quality brand building, guide enterprises to strengthen brand development strategies, improve the quality of automotive products and service levels, and build world-class brands.

 

Fifth, strengthen the coordination of standards and regulations, strengthen exchanges and communication with relevant countries and regions, accelerate the formulation of carbon accounting standards and mutual recognition of rules in the field of vehicle and key parts, and continue to carry out cooperation in autonomous driving regulations.

 

 

03 Jia Ronge, Ministry of Finance: Continue to optimize the technical standards of tax reduction and exemption policies

 

Jia Rong E, director of the Tax Administration Department of the Ministry of Finance, said that since the beginning of this year, a series of fiscal and tax policies have strongly supported the high-quality development of the new energy automobile industry, and further consolidated and expanded the development advantages of the new energy automobile industry. Among them, only one new energy vehicle purchase tax exemption, by the end of 2022, the cumulative scale of tax exemption has reached more than 200 billion yuan, and it is expected that the tax exemption will exceed 115 billion yuan in 2023, fully reflecting the strategic determination of the state to support the development of new energy vehicles.

 

In the next step, the Ministry of Finance will also work closely with the Ministry of Industry and Information Technology and other departments to adapt to the new situation and new changes, continue to optimize the technical standards of tax reduction and exemption policies, and guide enterprises to accelerate technology research and development and upgrading.

 

He believes that the guidance of tax policy should not only pay attention to the improvement of quantity, but also pay attention to the improvement of quality, avoid policy breaks and sharp turns, play the role of stabilizer and booster, form a policy force, help the industry to complement the shortcomings, and promote the green low-carbon and sustainable development of the automobile industry chain.

 

04 Lu Sanitary of the National Development and Reform Commission: Preventing and resolving structural overcapacity risks

 

Lu Health, director of the Industrial Development Department of the National Development and Reform Commission, pointed out in his speech that the development of China's automobile industry is still challenging, the blind development of the new energy automobile industry, blind investment problems still exist to varying degrees, and the structural overcapacity problem in the transformation process of the automobile industry is looming.

 

He said that the next step needs to focus on four aspects to continue to promote the development of the automobile industry.

 

First, we will take a number of measures to support automobile consumption, and implement and reduce policies and measures to promote automobile consumption. Encourage eligible areas to support the elimination of old vehicles and scrap, the purchase of cars "old for new", and the sending of new energy vehicles to the countryside; We will accelerate the construction of infrastructure such as parking lots, charging and replacing, and improve the layout of charging facilities such as expressways. Car companies should face different urban and rural consumer markets and speed up the development of adaptive models.

 

Second, strengthen technological innovation and enhance the advantages of the development of the whole industrial chain. Continue to improve the level of key technologies such as power batteries, electric drives, and vehicle integration, strengthen the technical layout of new power batteries, intelligent driving, and intelligent cockpit, and consolidate the development foundation of automotive chips and operating systems.

 

Third, strengthen overall planning and promote the sustainable and healthy development of the industry. Optimize the layout of the new energy automobile industry, curb blind investment impulse, regulate the order of industrial development, support key enterprises to become stronger and better, cultivate world-class automobile enterprise groups, guide the merger and reorganization of automobile enterprises, promote the exit of backward enterprises, and prevent and resolve the risk of structural overcapacity.

 

Fourth, deepen international cooperation and upgrade its quality and level. We welcome global automobile enterprises to deeply integrate with the Chinese market and industrial chain and supply chain system. We will support Chinese auto companies' deep participation in global industrial division of labor and cooperation.

 

05 Lu Xinming, Ministry of Ecology and Environment: Promote the Interim Regulations on the Management of Carbon Emission Trading as soon as possible

 

Lu Xinming, deputy director of the Department of Climate Change of the Ministry of Ecology and Environment, introduced that in order to promote the comprehensive green transformation of the economy and society, and actively and steadily promote carbon peak and carbon neutrality, the Ministry of Ecology and Environment will do the following four aspects of work:

 

First, take climate change as our goal and lead green development. At present, China's carbon emission situation is more serious, since the "14th Five-Year Plan" carbon emission products have fallen less than expected, we need to speed up the green and low-carbon transformation.

 

2. Promote low-carbon transformation and upgrading of enterprises through carbon market. The Provisional Regulations on the Administration of Carbon Emission Trading will be promulgated as soon as possible, gradually expand the number of trading entities, types and methods, and lower the threshold for inclusion at an appropriate time, while effectively giving play to the important role of market mechanisms in promoting green and low-carbon development.

 

Third, promote the construction of the standard system of climate investment and financing, and continue to strengthen support and guidance for the pilot areas of climate investment and financing, so that different elements of capital, talent, technology and other resources to climate companies, actively cultivate climate-friendly projects, deepen international exchanges and cooperation of climate companies, encourage and guide private investment and foreign investment into the field of climate change.

 

Fourth, we will focus on green and low-carbon science and technology innovation. On the one hand, we will pay close attention to tackling key problems in green and low-carbon technologies, implement a number of forward-looking and strategic national major cutting-edge science and technology projects, and realize independent and controllable core technologies as soon as possible, and significantly reduce application costs. On the other hand, there are still standards, policies and other aspects of the promotion and application of existing low-carbon technologies, we should speed up the promotion and application of advanced applicable technologies, fill the key shortcomings between front-end technology research and development and back-end commercial applications, and promote the transformation of scientific and technological achievements.

 

06 Li Pei, Ministry of Ecology and Environment: We are actively carrying out pre-research on emission standards in the next stage

 

Li Pei, a first-level inspector of the Atmospheric Environment Department of the Ministry of Ecological Environment, introduced that in the past ten years, the control of motor vehicle pollutant emissions has achieved remarkable results. While the number of motor vehicles has increased by 1.5 times, the emission of nitrogen oxides from motor vehicles has decreased by about 10%, and the volatile organic compounds have decreased by nearly 10 times.

 

Next, the automotive industry needs to increase the layout of five key work areas.

 

First, promote the adjustment of the traffic structure and realize the clean development of the vehicle structure. Continue to promote new energy vehicles in public areas such as transportation, leasing and sanitation; Promote the application of new energy heavy trucks in unmanned parks, airports, ports and other scenarios; We will continue to promote the elimination and replacement of old motor vehicles and provide replacement space for new energy vehicles.

 

Second, the establishment of industrial energy structure adjustment, the construction of new energy heavy truck application scenarios. Explore the need for clean transportation as an important indicator to strengthen the transformation and upgrading of industrial structure, eliminate backward production capacity, and promote the coordinated development of industries.

 

Third, formulate feasible standards that lead the development of the industry, meet the needs of the environment, and improve the standard specification system. At present, we are actively carrying out pre-research on the next stage of emission standards, and in the future, we will further strengthen the collaborative control of vehicle air pollutants and greenhouse gases, and vigorously promote the development of net zero technology and the application of intelligent supervision technology for the Internet of vehicles.

 

Fourth, strict implementation of standards, motor vehicle emissions source close. It is hoped that enterprises can self-discipline, strict quality control, and create a market environment of fair competition and orderly development.

 

Fifth, strengthen the research and development of air conditioning and refrigeration technology to promote the implementation of international conventions. 2024 is the first year for China to fulfill the total volume control target of the Kigali Amendment. The refrigerant tetrafluoroethane used in the mainstream of automotive air conditioning is a key controlled HFCS, and the automotive industry should seize the compliance buffer period, continue to increase independent research and development, and form China's independent alternative technology route.

 

07 Liu Xiaoguang, Ministry of Commerce: Opinions on high-quality development of new energy vehicle trade cooperation will be issued this month

 

Liu Xiaoguang, second inspector of the Department of Foreign Trade of the Ministry of Commerce, said that the international development of China's automobile industry ushered in a new window period. According to customs statistics, from January to July this year, automobile exports were 2.778 million, an increase of 74%, exports reached 55.2 billion US dollars, an increase of 103.6%, and there is hope that this year will break through 4 million and march to 5 million.

 

However, at present, the foreign trade situation is complex and severe, and it is necessary to promote the high-quality development of automobile trade from four aspects in the future:

 

First, further promote integrated development, make full use of China's automobile manufacturing technology and industrial supporting advantages, accelerate the construction of automobile foreign trade transformation and upgrading base, and ensure the smooth operation of industrial chain and supply chain;

 

Second, increase support for automobile enterprises to establish and improve marketing and after-sales service systems in key markets through cooperation and self-establishment, and encourage overseas institutions of Chinese banks to provide supporting financing and consumer credit services for overseas sales of automobiles under the premise of legal compliance and controllable risks;

 

Third, promote the construction of a fair, stable, inclusive and convenient automobile trade environment, strengthen negotiations against unfair trade practices, and safeguard the interests of enterprises;

 

Fourth, improve the service support system for the automobile industry to "go global", make full use of bilateral investment protection agreements and investment cooperation working group mechanisms, guide enterprises to operate in compliance, and carry out overseas investment cooperation in a steady and orderly manner.

 

Liu Xiaoguang revealed that the Ministry of Commerce will work with relevant departments to issue opinions on the high-quality development of new energy vehicle trade cooperation, which will be issued this month (that is, in September).

 

08 Gao Bo, Ministry of Communications: Promote the orderly entry of automatic driving into the public service field and engage in operational services

 

Gao Bo, deputy director of the Transport Service Department of the Ministry of Transport, said that by the end of last year, there were 542,600 new energy public transport vehicles in the country, accounting for 77.2%. The next step will promote the promotion and application of new energy buses and taxi distribution vehicles, optimize the traffic environment of new energy distribution vehicles, and ensure that the proportion of new energy vehicles in new or updated buses, taxis, logistics and other vehicles in the national ecological civilization pilot zone and key areas for air pollution prevention and control is not less than 80%.

 

It will optimize and improve the comprehensive three-dimensional transportation network, continue to promote the medium and long distance transportation of bulk goods "transit rail, transit water", deepen the demonstration operation construction of multimodal transport, and continue to promote the standardization and intelligence of multimodal transport equipment.

 

Actively promote the promulgation of urban public transport regulations to ensure the priority development of public transport; We will guide local governments in choosing development models that suit their local conditions and adopt different types of policies. Support the construction of charging and replacing facilities, and encourage preferential treatment for charging and replacing new energy public transport; We will continue to improve the public transport system.

 

In view of the high cost of power replacement, inconvenient detection, inconsistent battery products and other problems, Gao Bo called for the establishment of a sound and perfect power battery performance testing, replacement battery safety testing and evaluation as soon as possible, and promote the standardization, modularization and universality of power batteries.

 

The Ministry of Transport will also work with relevant departments to promote the orderly entry of different levels of autonomous driving technology into public services such as urban buses, taxis, and freight logistics to engage in operational services.

 

In addition, industry experts such as An Tiecheng, Party secretary and chairman of China Automotive Technology Research Center Co., LTD., members of the Party Group of the Chinese Academy of Engineering, vice president, Zhong Zhihua, academician of the Chinese Academy of Engineering, and Chen Qingquan, academician of the Chinese Academy of Engineering, also put forward their own views on the high-quality development of the automotive industry.

 

An Tiecheng put forward five suggestions: First, to further consolidate the technical base, consolidate and enhance the development advantages of new energy vehicles. The second is to promote more networking and intelligent transformation, and build new ecological advantages of vehicle, road and cloud integration development. We will strengthen research and development and application of key technologies in new energy, intelligent driving and the Internet of vehicles. Third, take multiple measures at the same time, systematically implement the "double carbon" strategy, and enhance the green development level of the whole industrial chain. Fourth, strengthen basic research and forward-looking research to achieve a high level of scientific and technological self-reliance. Fifth, make full use of the first-mover advantage of China's new energy automobile industry, jointly tackle the weak links of the industry, break technical barriers, focus on strategic resources, strengthen the layout of overseas infrastructure, and promote the full ecology of Chinese automobiles to go to sea.

 

In Zhong Zhihua's view, advanced computing is the carrier of innovative automotive applications, through more powerful computing power and advanced detection technology, cars will be able to achieve more advanced autonomous driving functions, further promote the development of automotive networking and intelligence, to achieve real-time traffic information sharing and collaboration, and optimize travel paths. At the same time, through simulation and optimization technology, the charging and discharging performance of the battery is improved to extend the driving range, reduce the cost of battery materials, and achieve breakthroughs in new energy vehicle technology. In the future, advanced computing technology will continue to promote automotive innovation, bring changes and progress for travel methods and transportation systems, the industry should gradually improve the core algorithm, speed up the development of high computing chip, in order to achieve different degrees of intelligence or unmanned driving under specific scenarios, but the investment in unmanned driving should also be rational thinking.

 

Chen Qingquan pointed out that the development of intelligent electric vehicles has become an industry consensus. Intelligent electric vehicles are no longer the traditional machinery industry, but the integration of machinery, electronics, chips, software and other industries, marking the upgrade from smart cars to car networking, from car networking to smart transportation, from smart transportation to smart city, and from smart city to smart society. In the face of the great changes unseen in a century, it is necessary to integrate the four networks (energy network, information network, transportation network, cultural network) and the four streams (energy flow, information flow, material flow, value flow) to realize the linkage of human subjective initiative and energy revolution, information revolution, and transportation revolution.
