Li Qiang said that last year, China's actual use of foreign capital was more than 189 billion US dollars, a record high, an increase of nearly 50 billion US dollars over three years ago. This shows that China is still a global investment highland. He specifically mentioned the China International Import Expo. This is a major move by China to take the initiative to open its market to the world and share development opportunities. The holding of the Expo fully shows that the open Chinese market is a great opportunity for the development of enterprises from all over the world.

Measures must be taken to strengthen domestic mineral exploration and development and increase reserves and production. This year, we will work in three areas.

 

First, a new round of prospecting breakthrough strategic action will be launched. Together with relevant departments, we have formulated a new round of implementation plan for the 14th Five-Year Plan of Strategic Action to make breakthroughs in prospecting, focusing on strategic minerals in short supply and strengthening domestic exploration and development. We hope to consolidate and add a number of new bases for the succession of strategic mineral resources, so as to truly increase reserves and production.

 

The second is to improve the policies, such as further cancelling the restrictions on the types of prospecting rights, opening the secondary market of prospecting rights, allowing the transfer of prospecting rights, adjusting the way of collecting profits from the transfer of mining rights, etc., to attract social capital to invest in mineral exploration and development.
