At the same time, Director Wang Wei also introduced the key work carried out by the Ministry of Industry and Information Technology in promoting the coordinated development of manufacturing regions and adjusting and optimizing the productivity layout.
　　
First, strengthen planning and policy guidance. Formulate the implementation plan of national regional major strategies and regional coordinated development strategies in the field of industry and information technology, and study and formulate relevant industrial development plans and policy documents to support the upgrading and transfer of industries in Beijing, Tianjin and Hebei, the collaborative development of manufacturing industries in Yangtze River Delta, and the construction of high-end manufacturing growth poles in Shanghai. Since the 13th Five-Year Plan, the Ministry has signed ministry-province cooperation agreements with 18 provinces (autonomous regions and municipalities directly under the central government), guiding localities to build special advantageous industrial chains around national strategic directions and regional development positioning. Help designated support and counterpart support areas to prepare special industrial development planning, vigorously cultivate the development of county economies and rural industries. The implementation of consumer goods industry "three products" special action to drive the development of rural products with special characteristics.
　　
Second, promote the development of key regional industrial clusters. Continuously promote the construction of national new industrialization industry demonstration bases, guide and support the key industrial clusters to change the development mode, improve the quality and efficiency of development, and so far create a total of 10 batches of 445 demonstration bases. Since 2017, the annual development quality evaluation of demonstration bases has been organized to guide the demonstration bases to benchmark with the advanced ones and accelerate the quality improvement and transformation and upgrading. Implement special actions for the development of advanced manufacturing clusters, organize advanced manufacturing cluster competitions, optimize industrial development ecology by relying on advanced manufacturing clusters, support local "grasp clusters, promote growth", and improve the stability and competitiveness of the industrial chain supply chain.
　　
Third, to optimize the layout of major productive forces. Develop and implement the layout of key industries, guide the optimization of the layout of petrochemical, shipping, aviation and other key industries. In accordance with the principle of "subject concentration, regional concentration", orderly guidance and standardization of integrated circuits, new displays and other industrial development order. Coordinate the layout of the new energy automobile industry, and guide the differentiated and coordinated development. Promote the construction of China Software City, Software Park, support the creation of six industrial Internet demonstration zones, four national automotive networking pilot areas, eight national artificial intelligence innovation and application pilot areas, and actively guide the development of digital economy industry clusters.
　　
Fourth, to promote the orderly transfer of manufacturing industries. Successively developed two editions of industrial transfer guidance directory in 2012 and 2018, held more than 20 industrial cooperation matchmaking activities in central and western regions such as Henan, Jiangxi, Xinjiang, Guizhou, etc., to guide the orderly transfer of industrial cooperation between regions.2021 At the end of the Ministry, together with relevant departments, jointly issued the "Guidance on Promoting the Orderly Transfer of Manufacturing Industries" to further clarify the manufacturing "what to transfer", "who to undertake" and "how to undertake". At the same time, our Ministry held industrial cooperation forums with Ningxia and Guangxi, respectively, to promote industrial cooperation in the east, central and western regions.
