2023 National Two Sessions | State Grid Chuandian Mengyuan: Improve charging infrastructure and promote the development of new energy vehicle industry

At the 2023 National People's Congress, Meng Yuan, a deputy to the 14th National People's Congress and chief of the Communist Party member service team of the State Grid Sichuan Electric Power Guang'an Power Supply Company, suggested improving the charging infrastructure and promoting the development of the new energy vehicle industry.

 

Deputy Meng Yuan suggested that in order to support the development of the new energy vehicle industry and promote the green and low-carbon transformation of transportation, it is still necessary to play a leading role of the government, strengthen policy support, and guide all parties to form a joint force to further improve the service guarantee capacity of charging infrastructure.

Improve charging infrastructure and promote the development of new energy vehicle industry

 

The report of the 20th National Congress of the Communist Party of China made arrangements for accelerating the construction of a transportation power, and proposed to promote clean and low-carbon transformation in industry, construction, transportation and other fields. Accelerating the promotion and application of new energy vehicles is an important measure to promote the clean and low-carbon transformation of the transportation sector and implement the "dual carbon" goal. In recent years, China's new energy vehicles have entered a period of comprehensive market expansion, ranking first in the world in production and sales for eight consecutive years, and the national sales of new energy vehicles in 2022 will exceed 6.88 million units, a year-on-year increase of 93.4%, and the overall market penetration rate will reach 25.6%. By the end of 2022, the number of new energy vehicles in China has reached 13.1 million, the scale of charging piles has reached 5.2 million, and the ratio of vehicle piles has reached 2.5:1, providing charging guarantee for China's new energy vehicles to enter the scale of 10 million units. With the further development and growth of the new energy vehicle industry, higher requirements will be put forward for the construction of charging infrastructure.

 

At present, the development of new energy vehicle charging facilities faces many challenges. First of all, the construction of charging facilities is difficult to land, it is difficult to build piles in residential areas, piles are expensive, and only 45% of private piles are built with vehicles. It is difficult to enter the highway service area, the main body of property rights units and business units in the service area is complex, the construction and coordination of charging facilities are difficult, and the land rent and entry fee are high. It is difficult to coordinate the land occupied by piles built in the city, some special vehicles such as buses, logistics, sanitation and other special vehicles do not have dedicated parking stations, and the willingness of public parking lot operators to build piles is low, and the rent or service fee sharing requirements are high. Secondly, the operation and management of public charging operators is difficult, because new energy vehicles have not yet achieved economies of scale, and the overall capacity utilization rate of public charging facilities in the country is less than 5%. Charging facilities are wide-ranging, and there are problems such as non-charging vehicles occupying places and a high proportion of shutdowns and returns, making operation and maintenance difficult. At the same time, the layout of public charging facilities is unreasonable.

 

In addition, vicious competition in the charging market and the phenomenon of poor quality of charging piles occur from time to time. Charging technology standards urgently need to be upgraded, and the current charging standards are difficult to adapt to the new requirements of high-voltage, high-current fast charging of electric vehicles. The fire safety regulations related to the construction of charging facilities in public parking lots, underground garages, and gas stations do not give sufficient consideration to the large-scale development of new energy vehicles. The existing standards have imperfect charging compatibility regulations, and are non-mandatory standards, resulting in a mismatch in charging of some vehicle piles. The lack of charging identification, information security and other standards makes it difficult to support new modes such as plug-and-charge and automatic charging. The vehicle-network interaction standard system needs to be established, which cannot support the large-scale application of vehicle-network interaction.

 

In this regard, it is suggested that in order to support the development of the new energy vehicle industry and promote the green and low-carbon transformation of transportation, it is still necessary to play the leading role of the government, strengthen policy support, and guide all parties to form a joint force to further improve the service guarantee capacity of charging infrastructure.

 

It is recommended to accelerate the implementation of public charging infrastructure planning. The competent government departments strengthen planning guidance, accelerate the establishment of a planning responsibility system of "provincial-level overall guidance and specific implementation by prefectures and cities", prepare public charging infrastructure layout plans with districts and counties as the basic units, and do a good job in effectively connecting with urban land, power grid, transportation, municipal and other plans to ensure construction conditions.

 

It is recommended to strengthen the charging guarantee capacity of expressways. Further implement the requirements of the Action Plan for Accelerating the Construction of Charging Infrastructure Along Highways, and local transportation authorities have issued detailed implementation rules, promoted the introduction of land rent reduction policies, and attracted social entities to participate in investment. Establish a consultation mechanism led by the competent departments of transportation and energy, with the participation of highway, power grid, charging operation and other enterprises, and coordinate and promote the construction of charging infrastructure along highways.

 

It is recommended to ensure the construction of charging piles in residential areas. Local governments have issued implementation rules to ensure that 100% of fixed parking spaces in newly built residential areas are built with charging piles or reserved installation conditions. Research and introduce national standards and specifications for the construction and transformation of charging infrastructure in existing communities, and promote the implementation of supporting policies. Combined with the renovation of old residential areas, the implementation of fixed parking spaces should be fully installed, and reasonable layout of public parking space charging piles.

 

It is recommended to fully promote the orderly charging mode. Accelerate the formulation and revision of national standards and industry standards related to orderly charging, and make orderly charging a basic requirement for new private piles and new energy vehicle products. Further improve the peak-valley time-of-use electricity price policy, and guide car charging to avoid the peak of residents' daily electricity consumption.

 

It is recommended to optimize the financial subsidy policy. Local governments formulate operating subsidy standards linked to service quality, and rely on government supervision platforms to implement differentiated incentives for charging facilities. Taking into account the guarantee role and operational benefits, increase subsidies for charging facilities such as highways, and promote the extension of charging networks to counties and townships. Provide financial support for demonstration projects such as high-power charging, vehicle-network interaction, and optical storage and charging, and promote the transformation and upgrading of the industry.

 

It is recommended to improve the supervision system of charging facilities. Accelerate the improvement of the three-level supervision platform system of national-provincial-municipal charging facilities, research and formulate operational specifications for the construction of government supervision platforms, accelerate the construction of national-level platforms, and promote the connection of provincial-level platform charging facilities.

 

It is recommended to speed up the upgrade of charging technical standards. Strengthen charging technology innovation, develop a new generation of more adaptable charging equipment, strengthen charging safety information protection, and study the unified code of charging equipment certification. Organize and carry out the research and demonstration project construction of key technologies for vehicle-network interaction. Strengthen coordination between the automotive and energy industries and accelerate the revision of standards.
