Restrictions on the passage of medium-duty trucks in many places are expected to be further loosened

Since the beginning of this year, many places in the country have issued announcements to optimize and adjust the policy of trucks into the city, so that medium-sized trucks and light trucks enjoy the same right of way in the city.

Restrictions on the passage of medium-duty trucks were relaxed in many places

In fact, the relaxation of the restrictions on the passage of medium goods vehicles is not the first time mentioned. As early as 2022, the Ministry of Public Security issued the "Notice on Further Facilitating the passage of trucks on urban roads" (Bus Administration (2022) No. 299), optimized and adjusted the policy of trucks entering the city, and designated some areas as pilot units to promote the implementation of the policy.

So far, a number of cities including Gaoan in Jiangxi Province, Changchun in Jilin Province, Chaoyang in Liaoning Province, Yantai in Shandong Province, Baoji in Shaanxi Province, Jincheng in Shanxi Province, Jiuquan in Gansu Province, Zhangjiajie in Hunan province, Chifeng in Inner Mongolia, Shijiazhuang in Hebei Province and Fuyang in Anhui Province have issued notices saying: We will simplify the traffic management policy for trucks, do not subdivide the tonnage limit, and gradually relax the traffic authority of medium-sized vans and closed trucks on urban roads.

"For transport practitioners, the relaxation of the restrictions on the use of medium trucks on city roads is undoubtedly a great news." Kong Zhen, associate professor of Beijing Polytechnic of Information Technology, said that relaxing the access rights of trucks is conducive to promoting the benign development of the road logistics market. In the future, with the continuous promotion of the lifting policy, medium-sized trucks are expected to be completely loosened into the city, which can not only meet the needs of urban distribution, but also provide help for the healthy and orderly development of the market.

In an interview with a reporter from China Automobile News, logistics industry expert Gao Weizhi also believed that relaxing the restrictions on the passage of medium trucks is an important measure to promote the efficient development of the highway logistics industry. This move will not only help ensure the smooth operation of logistics, but also have a far-reaching impact on China's road transport market, which is expected to bring a series of positive effects.

Yellow card profit "blue to yellow" to beware of loopholes

In China's road logistics market, although the medium truck accounts for a relatively small, but has an irreplaceable role, its use scenario covers express express, green, general cargo transportation, urban distribution and other fields. In addition, in the market segments such as sanitation and cold chain, the position of medium-sized trucks is more important.

"For a long time, under the influence of light truck heavy load, the medium truck market has been severely squeezed, coupled with the right of way restrictions, the urban material transport work is almost all undertaken by blue brand light trucks, which also led to the actual load of the model far beyond the design standard, not only seriously disrupted the order of the freight market, crowded the medium truck market space, but also gave birth to the 'large ton small label' and other diseases." Said Gao Yue, a researcher at the prospective business research department of China Automotive Information Technology.

From the policy issued by many places, the restrictions on medium-sized trucks entering the city will be relaxed in the future, and various places can allow different tonnage models to enter the city according to distribution needs and participate in urban transportation. The loosening of the policy will undoubtedly bring more convenience to the city of medium-sized trucks, which can better meet the needs of urban logistics and transportation, and also guide different models to perform their duties, and solve the crux of the "large ton small label" of light trucks to a certain extent.

"With the gradual release of urban road traffic restrictions, the capacity of medium trucks is expected to be further improved." It is foreseeable that users with heavy duty needs will be more inclined to choose medium trucks in the future, which will help promote the standardized development of the road transport market." Gao Yue said.

Tan Xiuqing, an expert in the commercial vehicle industry, also believes that if medium-sized trucks can have the same urban right of way as blue brand light trucks, then this type of vehicle will be more competitive in the urban market. He pointed out that after the relaxation of the restrictions on the passage of medium trucks, some of the existing demand for blue brand light trucks will shift to the medium card market. At the same time, the phenomenon of overloading disrupting the market and pulling down freight costs will also be effectively curbed.

However, it is worth noting that the model standards given by many places in relaxing the right of way are "surprisingly" consistent, that is, the length of the vehicle does not exceed 6 meters, the width does not exceed 2.2 meters, and the height does not exceed 2.8 meters. Obviously, these standards point to overweight blue brand light trucks. Therefore, the adjustment of the restriction policy in many places has been interpreted by the industry as a "loosening" of overweight blue brand light trucks.

A number of truck drivers interviewed also had doubts. In their view, an important reason for the rectification of the "big ton small label" chaos is the existence of safety risks in overweight blue brand light trucks. And the same model, after the yellow card can ensure safety?

"It's impossible. The safety of a vehicle is determined by its construction, workmanship, reliability and compliance, not by the colour of the licence plate." Liu Chuang, a truck driver in Shandong province, put it bluntly.

"The introduction of the policy of relaxing the restrictions on the passage of urban trucks may leave a gap in the governance of 'large tons and small standards', and inevitably there will be a phenomenon of' exploiting the hole 'and' playing the ball ', so that the vehicles that should be eliminated will be reborn." Liu Jun, a truck driver, told reporters that 17.5 meters of large trucks is a typical example, although the governance for many years, once disappeared, but now hang a temporary overlimit license can be on the road operation, seriously disrupting market order. Therefore, if you want to achieve the desired effect through the transformation, it is difficult to imagine, if the implementation of the relevant departments is insufficient, some practitioners are likely to take advantage of these loopholes and continue to have an adverse impact on the road logistics market.

Vigorously promote the development of industry compliance

In recent years, in order to improve the efficiency of freight traffic and ensure the smooth flow of the domestic logistics supply chain, the relevant government departments have launched a number of initiatives, including "further relaxing the restrictions on the passage of trucks on urban roads", "no longer subdividing the tonnage of trucks under 4.5 tons", and "encouraging the new energy light van type and closed trucks not limited to travel". With the further implementation of relevant policies and measures, the road logistics industry is expected to gradually move towards the road of compliance development.

"The scientific formulation of policies and regulations and the increasingly strict supervision of the industry have a positive role in promoting the compliance process of the road logistics market, which helps to promote the healthy and orderly development of the industry." In the future, with the further improvement of relevant policies, more and more unreasonable measures will be optimized and rectified." Gao Yue said.

In the view of Chen Zhiqiang, president of the Zhongqi Brothers Automobile Digital Research Institute, the relaxation of restrictions on truck traffic on urban roads has laid the foundation for the standardization and standardization of the highway logistics market, and will continue to promote the structural adjustment of the truck market. In the future, with the help of the liberalization of urban right of way, urban distribution logistics vehicles will gradually return to the standard load transport, and all types of trucks can also clarify the boundary, so as to promote the highway logistics market distribution mechanism to be more scientific and reasonable.

"It may only be a matter of time before the road logistics market is fully compliant. The most important thing is that only when the market returns to the right track and vicious competition is avoided can the road logistics market truly achieve sustainable development." Kong Zhen said that the entire industry should be soberly aware that if illegal vehicles run rampant in the market, the order of the transport industry will be disrupted, and transport practitioners will also fall into the dilemma of continued low freight rates. Whether it is light truck, VAN, small micro card, or medium and heavy card, we should clarify the product positioning, and seek more long-term development under the premise of legal compliance.

"Of course, the relevant government departments should also establish a long-term mechanism to crack down on illegal vehicles and the gray industry chain behind them, and cannot rely only on temporary remediation actions." At the same time, it is necessary to coordinate all links of the industrial chain, and increase the supervision of illegal vehicles and industry chaos from multiple dimensions. In addition, for all parties in the industrial chain, do not have a lucky mentality, drilling the loopholes of policies and regulations can only solve the temporary worries. Transportation practitioners need to fully realize this point, hold the compliance bottom line, in the future car purchase, use of cars, compliance is the hard truth." Mr. Chan concluded.
